In the rapidly changing world of cardiac care, remote monitoring has become essential for patients with Cardiac Implantable Electronic Devices (CIEDs). But behind every transmission, review, and clinical decision stands a team of highly skilled, often underrecognized professionals who keep this vital system running. These are the cardiac device specialists—technicians, clinicians, and support staff whose work is the backbone of patient care.
The typical Cardiology Physician Practice Device Patient population will generate tens of thousands of device data transmissions each year, 7/24/365. Industry research supports that few medical practices are equipped to effectively support and manage this volume of data surveillance, data management and remote patient administration.
The Cardiac Device Patient Monitoring Association (CDPMA) was established in response to a significant threat to the accessibility and sustainability of remote cardiac device monitoring services. In early 2020, the Centers for Medicare & Medicaid Services (CMS) and its contractor, National Government Services (NGS), proposed drastic reimbursement cuts for HCPCS code G2066, which had temporarily replaced CPT code 93299. The new rate represented a nearly 90% reduction in payment for services critical to monitoring patients with implantable cardiac devices.
This sudden and severe cut was issued without sufficient input from industry stakeholders, despite the fact that remote cardiac monitoring requires extensive technical expertise, sophisticated technology infrastructure, and significant personnel investment. The new rate was based on a flawed comparison to a much less complex service (CPT 93296).
Recognizing the need for a unified voice and stronger professional support, Cardiac RMS took decisive action and led the formation of what became the Cardiac Device Patient Monitoring Association (CDPMA), and along with other founding members—Vector Remote, IronRod Health, and Rhythm Management—we engaged Foley and Lardner to represent us. CDPMA emerged as a coalition of private clinical services organizations and cardiac monitoring providers to advocate for fair reimbursement, protect patient access to life-saving monitoring, and ensure that the voices of front-line monitoring professionals and vendors were included in policymaking.
The association was formed to push back against these reimbursement challenges and to promote policies that support the growing demand and importance of remote cardiac monitoring—particularly in light of the PHE COVID-19 pandemic, which further highlighted the critical role of remote care in modern healthcare. CDPMA played a crucial behind-the-scenes role in pressing National Government Services (NGS) and CMS to hold off on implementing a dramatic fee reduction for remote cardiac monitoring services.
Eventually, in 2024, CMS eliminated G2066 as part of broader changes to remote device monitoring codes, shifting the technical component reimbursement to CPT codes 93297 and 93298.
